The Andhra Pradesh government has transferred Anil Kumar Singhal from his post as Executive Officer (EO) of the Tirumala Tirupati Devasthanams (TTD). In his place, Mudadda Ravichandra, who is currently serving as Principal Secretary in the Chief Minister’s Office, has been given additional responsibility as TTD EO. Official orders regarding this change were issued by the state government.
According to the orders, Anil Kumar Singhal has been directed to report to the General Administration Department (GAD). Singhal belongs to the 1993 IAS batch and has earlier served as TTD EO between May 2017 and October 2020. Recently, the AP government appointed him for a second term as TTD EO after bringing him back from central services. He took charge again in September 2025.
Sources say that Singhal’s transfer is linked to the case involving adulterated ghee used in Tirumala laddu preparation. During the previous YSRCP government, allegations surfaced that substandard and adulterated ghee was supplied to TTD. The issue later became a major controversy.
The CBI Special Investigation Team (SIT), which probed the matter, reportedly wrote to the AP government seeking disciplinary action against senior officials who were in charge at that time. These included Anil Kumar Singhal, the then Additional EO Dharma Reddy, the Financial Advisor, and Chief Accounts Officer Balaji.
The SIT stated that quality standards were not properly followed in the ghee supply process. It also pointed out failures in framing and implementing proper rules, which led to a compromise in the quality of ghee supplied to TTD. Based on these findings, the SIT recommended action against the concerned officials.
Meanwhile, the SIT has already filed a chargesheet in the Nellore ACB Court related to the adulterated ghee case. After filing the chargesheet, the agency submitted a detailed 14-page report to the government. In the final part of the report, the SIT clearly suggested taking action against three senior officials who held key positions in TTD during that period.
With these developments, the transfer of Anil Kumar Singhal is being widely seen as connected to the ongoing ghee adulteration case. Following Mudadda Ravichandra taking additional charge, officials expect administrative changes and stricter monitoring in TTD operations.
